TFBC provides consulting and actuarial services exclusively to multiemployer Taft-Hartley Health and Welfare Funds. Founded in 2010, our goal is to provide our clients with services and prices they had come to expect, not to mention assisting Boards of Trustees in their decision making process by providing relevant and timely information.
While each of our clients are similar, each has a unique set of characteristics in which we provide customized solutions and reporting for each client. Simply put, our approach is more personalized to the needs of our clients, not an off-the-shelf product. Our services are on a “fee-for-service” basis; we do not collect commissions, finders’ fees or other forms of remuneration.

Paul Zorn
Paul has fifteen years of Taft-Hartley Welfare Fund experience. His major areas of expertise include financial projections, modeling, fund liabilities, retiree subsidies, retiree funding programs, benefit plan design, Medicare Part D subsidies, healthcare underwriting and retiree benefit obligations. His degree was in Mathematics with a minor in Physics from Northern Kentucky University.

John Schalk
John has fifteen years of Taft-Hartley Welfare Fund experience. His major areas of expertise include financial projections, benefit plan design, prescription drug (PBM) analysis and plan design, prescription drug rebates, retiree subsidies, alternative eligibility rules and life insurance arrangements. His degree was in Mathematics from Southern Illinois University.

Paul Hawkins
Thirty years of Taft-Hartley Welfare Fund experience. His major areas of expertise include financial projections, benefit revisions, wellness programs, utilization review programs, dental plan design, analysis of Preferred Provider Programs (PPOs), HMOs and other managed care programs. His undergraduate degree was in economics at North Park College and has studied economics and business on the graduate level. He has earned the professional designation of Chartered Life Underwriter and Fellow, Life Management Institute.
